The Saeima (Parliament) appoints the Chair of the Commission, who is also the Chair of the Board, and four Board members for a period of five years following the recommendation of the Cabinet of Ministers. A Board member may be repeatedly appointed only once. The Saeima may appoint as a Board member a Latvian citizen who has a corresponding higher education and whose knowledge and experience ensures the fulfilment of the tasks specified in the law On Regulators of Public Utilities.
